However, This soldier was revealed to be Envy, a homunculus in disguise, in the later part of the series. This scenario of ideological and religious differences resulted in the Ishvalan Civil War which started after an Ishvalan child was accidentally killed by an Amestrian military soldier. The Ishvalans condemn and prohibit the use of alchemy because, to them, it is equivalent to challenging the creator of all, Ishvala by giving new forms to his creations through alchemy and questioning his creations. This was the result of the Ishvalans having radical ideology about the use of Alchemy. However, things got heated up because of their radical cultural differences from the rest of the Amestrian population.

What better representation of envy is there than to not give him something each of his siblings has. The tattoo isn’t on his behemoth form or his true form so it only makes sense to me. He can transform into whatever form he likes and put a tattoo anywhere. Did I loose you? Remember that the humanoid form of Envy isn’t his true form. My own theory is that he’s the only homunculus that doesn’t have a tattoo. They chose to animate that small circle on Selim’s forehead at the end of the series, and I don’t think it’s because they wanted to imply pride was attached to his container with a forehead version of an umbilical cord. Pride’s tattoo location is hinted as being on the forehead of the fetal sized homunculus dwelling within his container.
